They can't see "Overhead" so they can't target forms that fly up.

At least I couldn't with Yog.

Also...there's pretty much no in game reason for goblins to be bared from Outlander. Yeah, I snuck that in.

I'm also going through the bug queue and clearing out all the things that look like there were fixed but never updated here; to save time I'm just deleting the ones that have code fixes in already.
