I'm not overburdened as a drow shifter (18 str), but when I transform into a lesser str creature (mule = 17 str), I get the message that I'm overburdened with weight. Is this by design or a bug? This never happened to any shifters I had in the past.

That is not a bug; as far as I know there is another form in which this happens.
