Not sure if this is a bug or not, but my Tier 3 form (barn swallow) can fly out of guilds/indoors, but my Tier 2 form (burrowing owl) cannot.

Any reason why a small owl couldn't? (I can see why a barn swallow *could* since it can find its way out of, well, a barn.

An Immortal: That does seem a little odd. At risk of the coders stabbing me, you could possibly post it to the bug board.

Some forms aren't as good at flying indoors, including the burrowing owl.
