I assume the applicant Yzowan instead was given the bloodoath and joined the Empire, thus showing his rank and current donations. Should no longer be showing up on the Tribunal rosters and void his pledge. Though if this is not the case, then there is something more odd going on to have that showing.. No doubt because a Tribunal never officially rejected his pledge first/yet.
