Off of the Plateau Road, near Hillcrest, on the way to what used to be the Blight, you are "in a mountain range" among other rooms, all of which are no_avalanche. Seems screwy.

I went over the area and adjusted the terrain somewhat. However, in the middle of the plateau, Avalanche still will not work, as nothing is above you.
