Vaults below Arkham, got the message twice that the weight of my equipment was pulling me down, preventing me from climbing. Human with 23 str and only 136 lbs (only 29% of total possible) of gear total. Probably not intended?

Depending on your strength/weight, you have a chance to have trouble getting up the rope. In your specific case it's a low chance but it's not zero.
