Not real sure if this is a bug or not. But I thought you couldn't enter a thieves guild that requires membership without paying dues after level 11. I have seen a couple different thieves in the Galadon guild level 27 and higher that aren't on the members list and the guard has not been killed. Is the guard maybe not checking his list?

Nope...you're free to enter until you pick a path.

My level 28 poisoner (member of the Voralia guild) can go into the guilds of Galadon, Black Claw, you name it. Each time, I just get a "Don't forget to pay your dues."
