I've worn one of these for well over 100 hours in all kinds of places, fights, mobs, and have never seen it prog once. It may well be that this quest no longer produces progging items because it's been a long while since I'd previously completed it. Or it could just be that this particular item doesn't, but if it's supposed to, this one sure isn't.
