The bleeding does not seem to ever improve with the character's level. In the hero range it still does "scratches." I suspect the other two affects also don't get any more potent. Damage improvements seem very small as well.

This could, of course, be by design.

Yup, there was a bug there.

They do scale with level, but you probably won't notice each level, but should notice a difference from when you get the skill to hero.
