I have seen instances when Morale actually decreases when I raise my Charisma 4 points from what it was. Design or bug?

My charisma went from 19 to 23 with me switching two pieces of equipment, then all of a sudden I couldn't sleep or fight as well

Isn't going to instantly change your morale. I'd guess there was something else affecting your morale.
