When you are in organia and turn on deaf mode, you get the deaf mode echo rather than the "your message did not get through." echo..

I put this on the bug board because it's sort of a logical flaw. If your message cannot reach them, it should not matter whether they are willing to hear it or not. Hence, the "your message did not get through" should override the deaf mode echo.

Another non bug-related argument is that due to game theory, it makes people turn on deaf mode while ranking in other areas.. And that limits interaction, which I know that you like
