The mob that starts the quest and has done for some time seems to not be offering it. I have not killed him or any of his workforce and cannot understand why he would not offer it to me based on previous interactions with other characters. Just wanted to see if this was a bug or something else.

Probably something else. I'm pretty sure he won't offer it to all characters.
