I believe this command works badly, I am a Svirf Cave Explorer and I am able to use the command even outside the caverns.

There are terrain checks in place, I'd be curious if you have a log of where you think it's broken. So long, and thanks for all the fish!

Near the end I realized I could use it pretty much anywhere. It would fail the first time but work the second, so just spamming it in a fight would make it work.

No idea what you saw, but everytime I've tried I get the expected echo: Your deafening howl is only effective in caves. So long, and thanks for all the fish!
