Spoke with an IMM about this, you if you arent grouped with a cabalmate and aren't in their PK range, you need to have trustall rather than just trustcabal up inorder to get quickening from them.

I tried it with two Imperials one level 30, one level 50 with only trust cabal on, and it worked just fine with metabolic quickening and metabolic slowing. I moved the one from 30 to 45 and grouped them and it still worked based only on trustcabal. I turned trustgroup on and it worked as well.

A log or something to help me out here?
