You can curse first and then damn, but not damn first and then curse. (You get "they're already cursed".)

Not sure how paladin wrath would figure into the equation if the target of the cursing and damning was also wrath-cursed.

I can see the rationale for why you'd want to damn after cursing, but I can also see the rationale for why you'd want to curse after damning. (Mainly for the spell save effect.)
