Can you make the timer on the hunter's observe skill show up in affects?

I wasn't asking to see the counter, just the timer until you can use the skill again. Same lump of coal?
i.e.
>> Observe player_x
You begin to observe player_x
>> affects
You are affected by:
bark skin for 15 hours
>> Observe player_y
You can't observe again so soon.

my guess is that he/she has trouble keeping track of 2 ticks in her head. I know dirt kick is only 1 tick but I still sure as hell like to see it in my affects regardless.
