I thought it might be cool to give an option to put in a string after the person is wanted for example: "wanted <player> yes for attacking "Joe" in Hamsah Mu'tazz." It would show then "You are now WANTED for attacking Joe in Hamsah Mu'tazz. It would also be a way for the others whom see the message to have an idea of what they were wanted for if they missed it and also a message to them as well instead of having at times to tell them. I know this will not always be possible but leave it up to the one warranting the char and they arent getting beat on.

I took a different approach than yours, but here is the new syntax:

Syntax: wanted <player> <crime|N>
<crime> can be: murder, theft, looting, aiding,
spire, guildguard, offensive, other

This will give them specific echoes about why they are being wanted. I have also added it to the PBF for the criminal and the Tribunal players, broken down by each of the buckets. The <crime> types can also be shortened (wanted zulghinlour m == wanted zulghinlour murder)

A different approach but I like your version much more, gives depth to it and more simplicity. The only thing I noticed is though the helps were updated, the book in the spire bookshelf still lists the old way to offer the warrant and should be updated if possible to avoid confusion.
