This thing has so much potential fun but it's an RP vacuum because nobody uses it.
As it is now you're basically offering rewards for people you can go after yourself. Why pay for a gank squad if that's what you want to do to someone?
That it can't be used out of PK range is what really breaks it in my opinion.
I have these idea for it.
It pays out specific bounties based on level. Say 500 copper per level of the victim AT THE TIME THE BOUNTY WAS POSTED!
Gear can only be used as payment to the bounty ffice and it's converted to the appropriate copper amount with any extra being lost. It is never given to the bounty hunter.
You can post bounty out of PK range. (This is huge!)
Example:
11th level lowbie loots hero.
Hero goes to bank gets some coinage then goes to bounty hunter and pays $5,500 for his head. The lowbie angered by this uses his purloined coin to put a $25,500 bounty on the hero's head.
That amount never changes as the lowbie rises thus incintivising hunters to get them while they are younger and easier rather than waiting to take him down when he's a Scion leader.
I think over all people have been sorely disappointed with the current bounty system and we would like to see it more active.
