They just happen to be magical (e.g. fireball) and you won't get to do that as a rager.

You could always join Outlander as an evil and ignite to your hearts content. Really, I'm fine leaving that as a cabal power, and certain classes also have the ability. Not everyone needs to burn the place down. So long, and thanks for all the fish!
