That Tribunals don't get penalized for guild influenced restrictions when it comes to mechanics. Such as, but not limited too:

Skill Raises/Spell Raises
Conjuring

It is "common knowledge" among players that if you spam for example spells in your guild your learning rate is nerfed. Same goes for conjuring (you get worse and angrier servitors).

He wants tribs to somehow not get these penalties (if they exists).

The impression that practicing skills/spells inside of guild halls will play a negative affect in how often they notch/raise?

Also, I believe the impression exists that conjuring in guildhalls (as well as cabals for that matter) affect how well you call demons/angels, devils/archons, and elementals possibly to some extent.

So my question and wish ties into this if this is, in fact, true.

This is in fact false.

Yes.

I'm fine with this restriction. You can go wander around the entire city and summon just fine (just like everyone else), or sit in your guild "protected" and not (just like everyone else).

Are you saying that spamming invoker spells in the guild does not carry a penalty? Granted, there aren't many that can be spammed in a guild with a mob in it.

I'm saying there is nothing in the generic skill improve code that carries a penalty. There may be something in specific spells that does, but I'm not going to look through all 1500+ skills & spells to figure that out.

Edited to add: There are a small number, less than 1 percent, of spells that do something special for skill improves that I'm aware of, and none of them have anything to do with guilds.
