I don't know how much work this would be but could you buff the level of arkam guards. Since they can be easily one rounded causing RP repercussions caused by a mechanical issue it seems only fair that either they don't go after criminals or they are buffed to a level that is reasonable.
This is the sort of situation where it'd be better if they were too strong versus being too weak. I've got a single #### to give...and it's just for you.

Fort has always been understood to be the newbie friendly cabal, newbies aren't necessarily going to know how to get around these guards. What we have is if they get wanted, something that will set their character back, even in a small way, all because they didn't know.
I'm for buffing the weaker guards, especially the goodie ones, not for those of us who want to take quicker routes, but for the guys who don't know the other ones.

Might be worth making them neutral (the guards) for balance reasons.
