to allow humans to pick their prime state no matter their class (like warriors do now)? I think it would make for some interesting builds that I'd like to try.

I like thieves that can dodge. That's why I played half-drows. Also, I liked thieves more when DV was a thing and 2xDV was a hope. And before a bunch of other nerfs.
With a shapeshifter, I'd probably go 23 dex to mess around with partial shifts and other kooky stuff.
