I would like to see a way of navigating the circles of hell without commiting terrible acts in the process. With CF's current mythos it would be completely feasible that a party of Maran Tara'bal (the Maran who have died, but fight on in the Azure Fields) have setup ways to infiltrate the place and strike at demons and devils before their wicked plans can harm Heaven or Thera.

Also, make it so most of the great gear down there can be used by goods and/or neutrals.

I realize it is Scar's area, but what it amounts to is a big treasure trove exclusively for evils. Goods don't have anything close to it, though there are definitely good bits of gear out there for them...especially if you are a friggin paladin.

Been a couple threads on this over the years that have seen some activity, it's more of a matter of finding the right approach. I think the hardest thing is that this will completely change the way good-aligned groups go through Hell, and that's a lot of work to plan out.
