If the outlanders doesnt like the city, how do they practice their skills, I know that rangers and druid guilds are in the wilderness, but the other classes? it is permited to go to galadon to practice? if not, how do you practice or train?

Most people use the recruiter in the Past or the dranetty trainer guy in Dranettie wood in order to practice. You need to complete a quest in order to practice in dranetty wood.
I'm not sure if centaurs are able to reach either locations.

If you "have" to use a city, don't use the most Orderly city in the game. After all, Tribunal HQ is located there.
As my last character, I would goto Eryn Galen, also because it was a wood-elf city and I too was a wood-elf. It seemed a lot closer tied to nature and they weren't aggro if I was wanted. A good spot if you are a bard in my opinion.
I wouldn't goto Darsylon for example because if you were a criminal and you were attacked on sight, that meant they were Law sympathizers. Just something to think about from an IC point of view.
There are a lot of cities, but if I were one of my prior outtie leaders, catching you in Blackclaw, Eryn Galen, Hillcrest, is not going to be anything like watching you use Galadon/Hamsah/Voralia to discuss with a guildmaster. Personally, I would boot you for that.
I'm a lot harsher than others in that regard, but that's my take on it.

I wouldn't object to Eryn Galen, Darsylon, Tir-Talath, etc. Of course, some Outlanders (both immortals and mortals) will take the anti-civilization thing to a greater degree than I do, but as a key voice in designing the cabal's philosophy, I can clarify that the philosophy doesn't demand everyone live like animals. It is natural for intelligent species like the player races of CF to use tools, create shelters, and even form societies to the level of towns/villages.
Think of a place like Tir-Talath as a farmer co-op that uses alternative energy sources, locally-grown organic produce, and has a great recycling program, while a place like Galadon people eat pink slime, use Styrofoam coffee cups and drive SUVs.
In CF terms, stay away from using resources in any Tribunal-protected cities or towns with a theme relating to earth-exploitation (like Akan which runs on a mining operation), and you're good. Outlander isn't about being totally anti-civilization - it's about reigning in a civilization that has gone too far and has sickened nature. Where *you* are willing to practice as a character depends largely on your RP, but the cabal's philosophy has room for options.
As for training, there are actually two NPCs at the Refuge that are trainers.
