What max survivability race/class combination (non-empowerment) would you recommend for a Tribunal?

Thank you all in advance.

(Remember I am still very new but learn FAST. PK survival skills are there, but limited knowledge of armor.)

If you don't know wands and don't feel like finding them, then I'd steer clear of classes with "zap". On the other hand, if you want to explore and find wands, don't let the fact that you don't already know a bunch deter you from playing a mage.

Assuming the former (i.e. no wands), then I'd say the classes that are "survivable as tribunals" are largely the same ones that are survivable as non-tribunals. Healer/Shaman/Paladin are ideas. Possibly polearm warrior?

On the offensive side, full binder thief could be gross, depending on how well drag and shadowdrag work. But...very situational, and you'd probably still die a fair amount to missed blackjacks. Polearm warrior maybe (cutoff + guards)?

I think as long as you stay away from the nature-oriented classes (ranger and druid), lots of options work fine. Invokers, bards, and conjurers have some unique difficulties because of area-effect abilities, and while they also have some appealing features, I might not recommend them for someone new to the cabal.

Beyond that, play what sounds exciting to you! There's isn't a "best" answer.
