Everytime I try, it says the Minotaur population is at its max... when will it lower?

Minotaur populations are limited. So you essentially have to keep trying and keep an eye on the battlefield.

When you see a Minotaur delete. Roll one up Quick!!


The reasons are balance related, and also due to the method in which minotaurs reproduce.

I'm sure Help Minotaur would give you more insight.
