Wasn't there some scandal or something recently with it?
According to my news aggregator, they had a bomb scare recently. Someone was sentenced for attempting to phish (dupe users into turning over usernames and passwords by creating fake Paypal sites), which is avoidable by just closing your window and going to www.paypal.com, instead of following random links in your email. The rest of the stories are financial-- how eBay's $1.5B purchase of the company looks like it was worth it, team-ups with cell phones, etc.
Maybe something less recent, but I'm not aware of anything. It's at least as safe as negotiating with your bank online, if not safer, which I consider safer than using personal checks.
Has this had an affect on how donations/PBF are made?
No. PayPal remains the largest service of its kind.
Can donations/pbf be made with Debit Cards?
Verified Business accounts like ours can accept debit cards, credit cards, e-checks, and other forms of payment. Our transactions are covered vs. fraud and other liabilities.
