From help gate:
If the desired target does not trust the gating healer,
they will try to resist the supplication.

Despite being a hero, I've failed multiple gates to other fortress guys. They could have been in nogate rooms or not trusting the cabal, but its happened enough times that I wonder about it. After checking the gear on people I've failed to, its usually the ones with good to great save vs spell.
