I'd make three limitations.
1) I'd make it have an earthbinding affect that disallows flight until the object is removed, either manually or via the idea in #3. I can see people, especially assassins who can choose when to fight, using fly potions to circumvent this limitation on the class so that they can wear that nice cape they've always dreamed about.
2) No wingsweep.
3) Make it such that when they spread their wings with the object on it falls to the ground.
