A time when the only people able to compete with the powers were masters. The rules became part of what made the village unique so they stayed (and this is also part of why people expect defenders and scouts to follow them). As the game has changed though I think the parity rules are out dated and only serve to drive newer players away from playing berserkers (well at least prevents them from playing them long before con dieing).
