I could be wrong, but as far as I knew, the Veil was what *STOPPED* magic from flowing freely into the world, so a stronger Veil meant weaker magic, and a weak Veil meant more magic came through and stronger magic.
If that's correct, this echo from when a rager died would be saying the Veil got stronger...but there's more magic?
You feel the crackling of mana surge down your arms as the Veil pulses with new power!

That is correct.

It means that the veil was very weak, and when the rager died, the veil was still weak. The echoes are generic based on the current state of the veil, not what just happened to trigger the echo.
