Can we make it so that they can if one of the cabal leaders who is online toggles a sort of deputize button?
If they log out the deputization expires instantly.

Pledges and Applicants can work with other members of the cabal to retrieve. They are not full members of the cabal, and thus they cannot retrieve by themselves.
