Bounties opened up to out of range players (levels 11-51)
Bounties can be placed on players online or offline
The 'bounty list' command will show all existing bounties, not just those currently visible to you
The Bounty Officer will send a note once a week listing the top bounties

Gold is fine and all, but what REALLY motivates people is the potential to get ahold of something fairly unique. Maybe having some kind of cool, special gear as a reward for top bounty hunters would provide the incentive to really get this thing off the ground, at last.
Also, I'd suggest that top bounty hunters maybe gain some kind of immunity to being targeted by the bounty system...or maybe just make it a hell of a lot more expensive.
