Maybe a bit of a boost to water shifters in the third tier (Second I think by your way of measuring it. Level 28-34ish range) so that they can take on tougher mobs like they use to. It's pretty rough leveling in the water now compared to how it use to be.

I did it a little while after I beefed up the top tier water forms. I am currently happy with where they are today.
