SURVIVALIST Veteran rangers often live difficult lives, and learn to shrug off the hardships of outdoor living. Survival training allows a ranger to go longer on less food and water, recover from minor illnesses quickly, and mitigate certain effects of hostile environments.
This is an automatic skill.
My ability is at 97% and from reading this helpfile, things for example Poison, I would think the duration level would cut down. Checking my score it last just as long as when I first got it, comparing to spell duration of armor to make sure im not just missing it.
My interpretation was it would cut minor things like poison duration down while resting/camping etc.
Similiar to druid affects in certain areas.
Is there an oversight, bug, or am I expecting too much?

I'm fairly sure Survivalist does nothing of the kind. 'Minor illnesses' applies to things like the common cold.
