70754, How does the 'Jump' skill work?

What defines a room you can use JUMP in? After a bit of testing, I can't determine the criteria for a jumpable room.
Sometimes, I can't jump indoors, but in other underground places I can?
I can't jump on some roads, but I can on others?
What's going on?
