69891, Stat Loss and Dodging

Just curious what everyone's thoughts are to how stat loss affects your dodging. What has a greater affect, -dex below your maximum or -str below your maximum which in turn lowers your max carry weight and therefore ups your carry weight % (closer to 50% is best right?)
Obviously both are bad, but is one worse than the other?
