Ok, here goes. These suggestions give neutral dwarves a minor boost, and make it easier to rp a dwarf in general, and probably hurt good dwarves a wee bit.
This is multipart.
First, remove normal request from goodie dwarves.
Second, give all dwarves racial request. (Dwarves can request from other dwarf mobs, obvious exceptions for mobs like Pwent).
For goodie dwarves make this have the same drawbacks as normal request, for neutral dwarves, have it have the same lag and a substantial timer ~50 ticks.
Make the berserkers in Mortorn non aggro to dwarf pcs. Make all dwarf pcs able to enter the Akan castle with some key word. (This is mostly for the history stuff in there, etc, plus I think it makes sense.)
Make it impossible for dwarves to group with duergar without a bridge.
For neutral dwarves that do group with duergar on a regular basis, give them betrayer vulns, etc.
And last and certainly least, make the dwarf axes in akan one handed so that we can see dwarves running around with DWARF AXES. Right now they will *never* be used by any pc.
I think this would all make sense with the race, would be relatively easy to code (similar things exist allready), and would really make it easier to rp a dwarf without stretching mechanics.

Is this still an issue? I've checked the 'dwarven' axes and they were all single-handed. If you can tell me more exactly where they were (like who has them), I'll give it another look. In the castle? In the village? Up in Mortorn?

What I noticed playing a goodie dwarf recently. Dwarf NPC's have been changed to neutral from good alignment. My favorite mithril axe was no longer requestable and there was no way I could kill him for it. This happened twice on npc's that i am sure were once good. I did find axes that were better at lower ranks than those I had seen 5 years ago, just not mithril or on good mobs. I think I killed evils for all the axes I carried that I found. This does not mean that there aren't a plethora of them that I did not find or that I have any complaints about it. :)

If an NPC is willing to give an item to a good-aligned human or whatever, why would they refuse a dwarf?
Some of the other stuff is easy to do and sensible, particularly the parts about the Akan/Mortorn dwarves. Neutral/neutral request is more dicey.

It occured to me that for Dwarf Paladins and Shamans it makes no sense to lose goodie request.
Here's a better idea concerning the neutral/neutral request. Have it be an inherent with a 100 hour timer. Call it "Beneficence of the Whitebeard" or something, and a rank 51 inherent at that. A venerable dwarf going up to another one another one and asking to use that axe to chop some duergar up just seems to me like something that the younger dwarf would agree to. Also, it makes it so that certain dwarf only items in the game are actually useable without a dwarf having to break role (kill a dwarf mob) to use.
Request is there so that goodies dont need to break role to use goodie gear. Since dwarves have such strong racial identity in CF, I would think that some, lesser, convention would make sense.

Dwarves in all the books I have read are at their very core self-reliant and proud.
I can't picture a grey beard walking up to a young dwarf and asking them for a favor. For two reasons really.
One, they are proud, and two they wouldn't wan't to inconvienience someone they cared about.
This is just my view on it.

I'd make the Akan castle thing only past a certain level. Lets say 30+, so lowbies could not hide in there, and pop out to kill ranking parties.
