Maybe not able to animate something that is higher level than you?
Every necromancer has dwarves smith, old dwarf, unicorn or something that is higher level than they are. Most of them have these from a very young age. Seem to be a balance problem when a low level run around with a level 55+ mob. Even a level 47 with four or five of these seems a bit much.
Just my opinion.

As a serial necro player I can tell you it isn't easy to get those mobs at a low rank. Keeping them can be even harder.
Now, if you want to discuss stopping people from being able to summon the zombies or letting the necro keep them between log ins then sure, nerf the level.
But as it stands now that would be a class killing change.

It's tough to build high level armies until you have greater undead and even with the couple of tricks before that getting those corpses sub 40 holds an element of risk.
The level of the caster Plays into the level of the zombie so the old dwarf of a level 30 necro is not as potent as a specter.
Also while zombies wreck house in the mid tanks they play a much more limited role in high level PvP. I think they are well balanced at 42plus but kind of overkill up to that point. Unless there are summoners totally ruining the necros day.
