The helpfile states that this kicks in when "not bloody." I'm curious what the helpfile classifies as "not bloody" ...
Does this mean as far as the timer to enter a guild or does it mean when you can sleep?
Further... does this timer change as a result of a PK fight as opposed to a PC fight like it does entering a guild?

It's functional whenever you're capable of sleeping, if I remember correctly.

1) Stop dealing with other stuff.
2) Play CF.
3) Feel good inside.
