This is an extremely vague helpfile. I was wondering if anyone could shed some light (pun intended) on what it actually does.

Warriors with this edge are well trained in the common dark elven tactic of painting enemies with faerie fire and then stabbing them repeatedly; it helps to keep them in sight and in focus even in the chaos of battle. This has no affect on battles in direct sunlight (daytime and outdoors).

Relevant code comment:

/* Hunter's Glow dark elf warrior edge makes it harder for people you
light up to dodge you, when appropriate */

When appropriate basically means not in daylight or outdoors.

If I recall correctly it makes it so that people can't rescue them effectively.
