1) I though half elf got the 2 Dex and 1 str when choosing str as a prime stat, pretty sure I had 24 Dex as my last half elf.... Today I tried to role a new char and it was str that have that now... Did I just miss it? Mane I am just dumb, could very well be.

2) I got disconnected when trying to create my new chat now I can't create another. Says I can only create one at a time, how Long do I have to wait?

Thieves and assassins can get 24 dex

any half-elf that chooses dex as prime stat gets 2 dex and 1 str. It's because both elf and human dex cap out at 23, so half-elf can't go above that.

"Half-elves increase their maximum possible value in the prime stat of their
chosen class.
Warriors may choose their prime stat and gain +3 in it, with the exception of
Dexterity for half-elves, not half-drow, which yields +1 Strength and +2
Dexterity as a result."

Maybe you are thinking of half-drow.

I assume you mean dex as prime stat. My recollection is that they get 23 max dex since neither elves nor humans can get to 24. I don't recall adding that extra point anywhere else. They should totally get +1 chr though.
