Is there an upper limit to whether or not skills improve just as there is a lower limit? For instance we know if you're fighting mobs that are too weak, you get crap for skill improvements, and that the stronger the mob (level) the greater the skill improvement bonus. Tougher mob, better chance of improving. However, over the past couple days I've noticed that there seems to be an uppper limit to this. Perhaps you can clarify?

(For refrence I was 7 levels below the minimun on the area level range for the "too tough" mobs I was fighting)

What's most important is what the particular mobs you were fighting considered at. Just because an area is recommended for say levels 35-45 doesn't mean there aren't any level 30 mobs in it.
When you consider the mobs, are they hooded, razor teeth, or a few lucky blows? The greater the mobs level over you is most likely what influences the learning bonus.

I mentioned the level range because they are not just hooded, but many ranks beyond where the hooded range starts. In fact, I rarely fight anything that isn't at least razor... I was working under the asssumption that it was based on more than hooded vs razor vs lucky vs perfect vs etc... but was influenced more directly by level. Perhaps that is a mistaken assumption, but I'm not sure it accounts for the vastly different learning rates I experienced between what I was fighting.
