Are there still learning bonuses? I haven't seen one in a long while, about the time that the experience bonus was fixed to rotate again.

It looks as though the automated bonuses have been running correctly. If you type 'bonus' right now you'll see:
The experience bonus (200%) will begin at - Tue Oct 20 04:18:12 2015
The experience bonus will end at - Tue Oct 20 10:18:12 2015

I had interpreted his post as meaning it's the skill improvement bonus that he suspects may not be operative?

When an automated weekly bonus gets set, it's 50/50 whether it's learning or experience. This one happens to be experience. The previous one (announced on 2015-10-07) was a learning bonus.

There is one bonus per week, just not one bonus of each type (or, two bonuses per week).
It's also worth noting that the bonuses get schedule at a specific time so there is often a period after a bonus ends but before a new bonus is schedule where the bonus command shows no upcoming bonuses. That's normal.
