Seems like warcry could/should inspire some confidence in your allies, so maybe it could add a small morale boost (like +10) for a few hours to any groupmembers and/or cabalmates (except probably not those of opposite alignment, where applicable) who can hear it? I.e. in the room and not deaf/asleep, or in the area if the cry was by a warrior with that legacy.
If you wish to control this a bit, maybe this benefit would only be available for imm-enhanced (approved) warcries.

+morale to allies for warcry is not something I'd call legacy-worthy (obviously the legacy does more).
I wonder if anyone has actually taken Vanguard's desire, ever? (I don't think I could ever "waste" a legacy on that)

But I will say that it is still situationally a good legacy if your character is going to be focused on exploration with groups. The warcry aspect is ok, but the retreat your whole group can be a nice tool
