Does taking the strong back edge that increases max carried by 20/25?(I forget which) also defacto raise the amount you can carry to maximize dodge? or is dodge based on un-modified carry weight.

The dodge thing is percent-based, so strong back (which is 20) would not automatically hurt someone with the edge.
And while we're on the subject, since I still see people doing this: that mechanic does not affect NPCs, so giving them a bunch of rafts will not hose their dodge.

Using plant as a thief to put rafts on a bound target absolutely makes sense.
Just giving your rafts to NPC's not only doesn't work but their carry weights are so much higher than a PC's that it isn't worth trying, either.
There are people doing that?

Not to me it doesn't.
No offense but no thief, no matter how skilled, is going to be able to give me lots of weight without me noticing.
Also a bound person probably ain't dodging anyway.
