I assume this change includes cabal guardians?
If so I'm somewhat torn on this, in some ways it is meh, I'm glad as a paladin/healer I wont have to sit at the watcher or maran spamming heal/sleeping when out of range raids take place. On the other it is clearly a further mechanical advantage to Empire over Fortress, as empire has only the healer class whom this impacts, versus I think one of the most common fortress classes of paladin. Further their multiple guardians will be regenerating health at 4x the speed of the watcher, or by departing the palace clear all effects of damage?
The timing of this change is in my opinion, questionable given the severely skewed political landscape as it stands now, with (a certain place) only truly being available to one side of the coin, and it being ravaged frequently.
Is any consideration being given to the healing classes to compensate for this change? I didnt get the impression the recent cabal power change was done in recompense for this, but to somewhat address the perceived severe discrepancy in the cabal power mechanics. If I'm accurate that this effects cabal guardians, it is certainly a more severe nerf than buff was given.
Second question: Is lay on hands / altruism also being effected by this? The code change specified supplications so I assume not.

Council: I've seen it soloed at level 39. I've personally done it at level 51 without resting.
Watcher: I've had characters who sit out of fights aat the watcher in groups of 3+ at level 51 because of how dangerous it is. When I used to solo raid anyone and everyone, it was noticeable that the imperial council was hardly a bump in the road, the destructor could sometimes be a handful but the watcher was in a class of its own. Even undefended it was very difficult, whereas the council can be treated with contempt even when defenders are on.

Watcher though I don't think I've ever solo'ed, much less without resting.

Council is more likely to lag you.
Watcher is otherwise harder.
For most builds I play the watcher is the harder but council can be nasty to those poor at melee who get lagged.
But I would generally agree that the watcher is the tougher of the two.

It does include cabal guardians, yes. If it's a NPC and it does not appear in 'gr', it applies.
The consensus was that this change would benefit certain support characters in the sense that they aren't burdened with having to camp their cabal and spam stuff (like you suggested) as well as make the game a little less frustrating for low/mid level retrievers who can be effectively disabled by a single hero character.
The other specific scenario we discussed was buffing and healing centurions.
So I guess you could say this was in response to the current cabal wars climate, but a handful of folks all agreed regardless that a problem existed, and had existed for quite some time, and that this would be a positive change. I'm not sure what you're getting at about Empire and Hell, and there's no connection there. It also had nothing to do with the recent change to Fortress powers though, if that's what you mean. That was mostly me bitching about why I just thought the old way was dumb until Team Fort met me in the middle (ish).
And lastly, no. This only applies to the abilities we specifically listed, for now. I have no intention of applying it to skills (e.g., first aid, lay hands, etc.) or altruism, which I think is niche enough and comes with enough inherent risk that I'm not worried.

All the changes you've made recently, as a matter of fact. From the wand changes to this. Well done to you and the staff! I think these are good changes to make the game better and less frustrating for people and will hopefully help with player recruitment and retention.
I give you all a congratulatory internet pat on the back.

Healing NPCs was frustrating for low-mid level retrieves, but bioempathy and hooded centurions stay?
I am willing to play and see on this but it feels like an unjustified change with this reasoning.

Centurions will no longer get sanc/healing of any kind either, so retrievers can at least wear them down.
Note that we didn't remove succor or cry of the phoenix from Acolytes/Maran either - two things that make it much rougher to retrieve from Fortress if you have to deal with it.
In general the change is to make it so that retrieval over time is easier for anyone.

I haven't run into sanc on cents, that I recall in a while was this a recent change as well, or did I miss the mechanics change?

Sanc is still something that can be done to NPCs.
As to your question, yes Cents have always been sanc-able.

If there's two Imperial PCs, which is very likely since a lone Imperial probably can't raid Battle or Fortress anyway.
