How many lag moves are out there?
Ability - lags enemy - lags self:
Bash - 1 to 4 rounds - 2 rounds? Trip - 1.9 rounds - 2 rounds? Cranial - 1.9 rounds - 2 rounds? Savage blow - 1.9 rounds - 2 rounds? Pebble to boulder - 2 rounds - 2 rounds? Bear Charge - 2 rounds - 2 rounds? Throw - 1.9 rounds - 2 rounds? Pincer - 2 rounds - 3 rounds? Charge - 2 rounds - 2 rounds? Shield bash - 1.9 - 2 rounds? Bat - 1 round (heat shot)? - .75 rounds?
What affects add to them?
Cheap shot - adds 1 round if successful to a knock down attack. Which ones?
Bear Charge - only lags on certain ranger builds? Mountaineer?
Bash - greeting the avalanche - Higher likely hood of over 2 rounds or just higher likely hood of landing it and greater damage?
Throw - ground control - Adds lag rounds?
That is about all I know. Please help me in accuracy. I know many new people need to learn this and understand it as much as I do.

I really have no interest in digging around upwards of two dozen abilities across the codebase and spelling it out down to the decimal point.
Some of (much of?) this has been answered over the years and regardless, I'm fine with this being something that requires some experimentation to figure out.

Misdirect, vibrato, that new shaman supp, headbutt, aimed shot I think?, crushing blow, roundhouse, swing, batter, vault, rake, pinch, telluric surge is what I can think of off hand.

Assassin - side kick, sweep kick, scissor kick, throw, double spin kick, rising phoenix kick, mountain storm kick
Ranger - Waylay, bearcharge, savage blow, aimed shot, lash
Berserker - Bash, lash, headbutt, rush, womp, cheapshot*, pin*, savage feeding
Thief - trip, weapontrip, push (very minor)
Warrior - Bash, trip, cranial, drum, pincer, overhead with edge, drive with legacy, crushing blow, pummel, charge with edge and legacy, lash, legsweep, misdirect
transmuter - neurological disruption, lash
necromancer - ghoul touch, various special undead will bash, trip, headbutt, crushing blow, pummel, and MORE!
invoker - pebble to boulder, rain of stone, lash
shaman - lava fountain, lash
paladin - strike of faith (mace), bat (pole/staff), shield bash (shield), various Templar defense moves
druid - telluric surge, some call of the wild will bash/trip
Conjurer - lash, some demons and all angels will bash, edged nightgaunt can trip
bard - trip, roundhouse, vibrato
I ran out of steam but I am sure I missed plenty

ranger waylay does NOT lag, being in a snare and getting attacked leads to you being lagged, not waylay by itself

I took an admittedly quick look, but I don't see any lag coming from waylay. In the context of waylay, ambush can result in no lag <1> for the ranger which would make it very likely they would get a command in immediately, but that's different than lag.
EDIT: <1> This depends on wilderness time.

As destuvius said, waylay does *not* lag victim in any way. People wimpy out of it all the time, which is *GREAT* counter for victims expecting ambushes (set up wimpy as high as it will go) assuming there's no trap room to snare, sometimes it's better to take the ambush and stay and fight :-)
What you probably saw on the logs was victim being surprised and not prepared to react fast.
If you set up waylay *in advance* then it doesn't lag you either, so you can be waiting with the next command already typed, and once you see the ambush land *BAM* you hit <ENTER>.
Now, go play a ranger ;p

Waylay does not lag the opponent that I know of. The ranger can get an immediate command in because there is no lag on waylay being triggered. There is only lag on setting up the waylay. If you use waylay while the target is in the room you will get lagged like normal ambush. If you use it and then sit still, you will have 0 lag when it triggers.

This part: "If you use waylay while the target is in the room you will get lagged like normal ambush." is wrong.
If you use normal ambush while enemy is in a snare, you DO NOT get the next command (normal ambush lags you 2 rounds)
If you use waylay on an enemy in the same room in a snare, you ALWAYS get the next command. Snare is like 2 rounds of lag, and waylay is 1.5/1.9 or so as compared to full-on ambush which is also 2.
