The 12% cited is now closer to 20%, though it's slow to make more headway than that-- you eventually start running into a very large number of one-off incidents, or cases that look more like experienced players biting off more than they could chew.
My experience is that complicated problems like this are best solved by 'death by a thousand cuts' methods than some of the more radical changes (and subsequent unforeseen consequences) that often get thrown around on these forums.
