Would it be possible/not difficult to have an MOTD or something added that when we log in we would be notified that one of the limited races are available to be rolled?

Opening up every single race class combination, even if for a limited time, would be a pretty fun experience.
Want to play a cloud invoker? Sure, go ahead. An elf AP? Be my guest. How cool would a gnome necro be? For real.

There was a Gnome Shaman not long ago, and a Mino A-P, a Dwarf Bard, etc.

Why not remove all limited races? There are some races I'd be interested in playing (as would many) that I haven't had a chance to based on dumb luck.
Dumb luck for deathblow I understand. Not dumbluck before you even start playing.
